The He 14 biplane designed as a torpedo carrier in 1925 had proved unsuccessful, for the lack of a suit-able powerplant, but in 1927 a three seat monoplane development appeared as the He 7. Powered by a 450 hp Bristol Jupiter VI engine, it showed more promise than its precursor.
